How to Remove MachineHelper.exe From Computer?

Victim: “Hello, I've recently had problems with my browser automatically trying to open a malicious website every time I open a new tab in Chrome. Running malwarebytes scans, windows defender scans, and changing chrome settings has had no effect. I've actually deduced that the culprit is called "MachineHelper.exe" because when I end the process, chrome works normally, but I cannot seem to get rid of the application completely. Every time I restart the pc, the same happens in Chrome. Also, have tried everything in Safe Mode with no results. Any advice? Also, I am running windows 7 64bit Thanks!”
